Proposal Review Process

 

 
Further environmental analysis required for individual project proposals must tier with the BCAP Programmatic Environmental Impact Statement and Record of Decision, which can be accessed through the BCAP webpage by clicking on “Programmatic Environmental Impact Statement.”

 
Project Area Proposal Guidelines

 
A project sponsor must submit a complete proposal to www.grants.gov website, which includes all of the following as specified in RFP Announcement # CEPD-2012-02. (Forms are listed below).

 

 
  • a project proposal (1-BCAP, Exhibit 20)
  • letter of commitment from BCF stating the facility will use, for BCAP purposes, eligible crops intended to be produced in the proposed project area.

 

 
Minimum Requirements for Project Area Proposal

 
The criteria used to determine acceptability and approval of project areas is specified in RFP Anouncement # CEPD-2012-02.

 
Project area proposals will need to contain information that will provide a reasonable assurance that the committed biomass conversion facility (BCF) will be in operation by the time the eligible crops are ready for harvest
The criteria used to evaluate project area proposals include the following:

 
  • Volume of the eligible crops proposed to be produced in the proposed project area and the probability that such crops will be used for BCAP purposes
  • Volume of renewable biomass projected to be available from sources other than the eligible crops grown on contract acres
  • Anticipated economic impact in the proposed project area
  • Opportunity for producers and local investors to participate in the ownership of BCF in the proposed project area
  • Participation rate by beginning or socially disadvantaged farmers or ranchers
  • Impact on soil, water, and related resources
  • Variety of biomass production approaches within a project area; including, agronomic conditions, harvest and postharvest practices, and monoculture and polyculture crop mixes range of eligible crops among project areas

 
Project Area Proposal Review

 
Project area proposals must be submitted by the dates provided to be considered in the current review cycle. Incomplete proposals will be returned to the project sponsor. If proposals are not approved during the review cycle, they must be resubmitted in order to be considered during the next review cycle announced.
