Commodity Credit Corporation (CCC) enters into Uniform Grain and Rice Storage Agreements (UGRSA) with warehouse operators to store commodities owned by CCC or pledged as security to CCC for marketing assistance loans.
Warehouse operators may enter into a UGRSA in order to provide services to producers and CCC as specified in the UGRSA. Warehouse operators are encouraged to review the regulations/guidelines and agreement documents. Click on Find Contact Information for telephone and address information.
To enter into a Uniform Grain and Rice Storage Agreement with CCC, warehouse operators must:
- Submit an application (CCC-24) to the Storage Contract Branch, Kansas City Commodity Office (KCCO).

When a warehouse is approved, CCC adds the warehouse to a List of Approved UGRSA Warehouses which is provided to local FSA offices. Producers must store commodities in warehouses on this listing to obtain warehouse-stored marketing assistance loans. Warehouses appearing on this list have a CCC code issued by KCCO, and may be either approved or authorized warehouses.
The terms and conditions of authorized warehouse storage for marketing assistance loans offered by CCC are contained in the Code of Federal Regulations, Title 7- Agriculture, Part 1421 – Grains and Similarly Handled Commodities-Marketing Assistance Loans and Loan Deficiency Payments for 2008-2012.
