Safe Harbor Agreements (SHAs)

 
Safe Harbor Agreements are voluntary arrangements between the U.S. Fish and Wildlife Service (FWS) or the National Oceanic and Atmospheric Administration-Fisheries and cooperating non-Federal landowners. They promote voluntary management for threatened and endangered species on non-Federal property while assuring landowners that they won't risk future regulatory restrictions by creating or maintaining habitat for these species on their land.

 
FSA supports the idea of SHAs as a means of helping private landowners 'do the right thing' for wildlife on acres enrolled in our programs. FSA is currently working with USFWS to establish a SHAs to benefit all threatened and endangered species in the state for all participants in the Conservation Reserve Program in Texas. If successful, this will allow participants to choose to enter into SHAs with USFWS, limiting their future liability under the Endangered Species Act and improving habitat management for these species.
