The Cotton Online Processing System (COPS) provides web screens that allow warehouse operators to view all bales under a loan and to certify Forfeiture, Quarterly and Final Storage Invoices on line. Whenever the Commodity Credit Corporation (CCC) sells its owned inventory, merchants are able to view Sale Invitations and Catalogs, place their bid for selected lots, and if awarded to them, receive the Buyer Invoice on line.

The Special Competitive Provisions for Extra Long Staple (ELS) Cotton, also known as Pima cotton, began in the fall of 1999 to help domestic mills and exporters to be competitive in the world market.

To be eligible for payment, Domestic Users and Exporters are required to sign an agreement and comply with all rules and regulations of the ELS cotton program. The payment rate is announced by a rate report every Thursday in Washington, D. C., for the following Friday through Thursday, which is also known as the rate week.

The Upland Cotton User Marketing Certificate program, also known as Step 2, began in the fall of 1991 as an incentive for American produced cotton to be domestically consumed or exported. The Step 2 program was enacted to help domestic mills and exporters to compete in the world market.
