USDA Names Trump Administration Appointees to the Wisconsin Farm Service Agency State Committee

Madison, Wis. – Jan. 13, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Wisconsin USDA Farm Service Agency (FSA) state committee.  

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration’s Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.   

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Wisconsin are:  

  • Lisa Condon, Chair (Horicon) – Condon is co‑owner/operator of a Holstein dairy operation that produces haylage, corn silage, and corn. She oversees calf care, crop and herd recordkeeping, financial forecasting, human resources, and farm maintenance. She also leads community outreach through tours and social media.
  • Dave E. Daniels, Member (Union Grove) – Daniels is co‑owner and a member of a multi‑family dairy that produces alfalfa, corn, wheat, forage, and soybeans. He is a longtime leader in the Wisconsin Farm Bureau Federation, serving as district one board member, vice president, and interim chief administrative officer. 
  • Thomas J. Gillis, Member (River Falls) – Gillis is owner and operator of an 1,800-acre corn and soybean operation. He served 18 years on the Wisconsin Corn Promotion Board, including two terms as president, and represented Wisconsin Corn Growers on the U.S. Grains Council and National Corn Growers Association, while remaining active in local community leadership.
  • David Heideman, Member (Clintonville) – Heideman grew up on a family dairy farm in central Wisconsin and operates a 500‑acre cash crop farm. He previously owned and managed a dairy farm for 20 years and is a former FSA County Executive Director and crop insurance adjuster. 
  • Loren Oldenburg, Member (Viroqua) – Oldenburg was a dairy farmer for nearly 30 years. The operation included 300 acres of farmland and implemented farmland preservation practices to protect soil and water quality. Oldenburg was vice chair of the Wisconsin Assembly Committee on Agriculture and authored and passed farmland preservation tax credit legislation.  

“These individuals, selected by Secretary Rollins in partnership with key stakeholders in each state, are held in high regard in the agriculture industry and are entrusted to ensure FSA programs are delivered in a manner consistent with federal farm policy and in the best interest of all agricultural producers in their state,” said FSA Administrator Bill Beam. “Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump’s America First, Farmers First policies.”
