USDA Issues Quarantine Designation for Dane, Jefferson, and Walworth Counties 

Low-Interest Emergency Loans Available to Producers Affected by Highly Pathogenic Avian Influenza 

The United States Department of Agriculture (USDA) Farm Service Agency (FSA) extends much-needed emergency credit to producers recovering from natural disasters and, in this case, quarantines through emergency loans. Emergency loans can be used to meet various needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation or refinancing certain debts. FSA will review the loans based on the extent of losses, security available and repayment ability.  

State: Wisconsin and Illinois 

 
Triggering Disaster Event: The Wisconsin Department of Agricultural Trade and Consumer Protection imposed the quarantine on February 27, 2026, and continuing, due to damage and losses caused by the Highly Pathogenic Avian Influenza (HPAI) 

Application Deadline: December 7, 2026 

Primary Counties Eligible:  

Wisconsin: Dane, Jefferson, Walworth 

Contiguous Counties Also Eligible: 

Wisconsin: Columbia, Dodge, Green, Iowa, Kenosha, Racine, Rock, Sauk, Waukesha 

Illinois: Boone, Mc Henry
