Photo of CO State Executive Director, Clarice Navarro-RatzlaffClarice Navarro was appointed by the Trump Administration to serve as the state executive director of the Colorado USDA Farm Service Agency (FSA) in November 2017.

Navarro was born and raised in a small agricultural town in southeastern Colorado. She earned a bachelor’s degree in business from National American University and received a vocational certification in education from Colorado State University.

Prior to her appointment, Navarro served three terms as a Colorado state representative. She also served two terms on the Las Animas city council, and served as an area representative for Congressman Scott Tipton. She has previously worked for USDA’s Rural Development as a community liaison and loan technician.

Navarro is an active member of the Colorado State Fair Foundation and proud supporter of agricultural youth programs, including 4-H and FFA. Some of Navarro’s biggest accomplishments include being honored as the 2017 Colorado State Fair Foundation’s Volunteer of the Year, being named as one of Colorado’s rising stars by MSNBC and sitting on the National Hispanic Advisory Council for President Trump during his 2016 campaign. Navarro and her husband reside in Pueblo and are part owners of a family-owned ranch. They have two daughters, Nina and Jorji, who are active in 4-H and showing steers.
