Photo of Idaho State Executive Director, Thomas DayleyThomas (Tom) Dayley was appointed by the Trump Administration to serve as the state executive director of the USDA Farm Service Agency (FSA) in Idaho in April 2019.

A fifth-generation Idahoan, Dayley was born on a farm in Burley, Idaho. He earned a Bachelor of Arts degree from Brigham Young University in political science and Spanish and a Master of Arts degree from the University of Southern California in Oxford, England, in international relations.

A veteran of the United States Air Force, Dayley was appointed as Special Assistant to the Idaho Congressional delegation in 1975 and served for 20 years in Washington, D.C. and Idaho. He served as Deputy Director for a White House Private Section Initiative until joining USDA in the Office of Congressional Relations. Most recently, Dayley served as an Idaho State Representative as Vice-Chair of the Agricultural Affairs and Committee Chair for the Judiciary Rules and Administration Committee.

Dayley previously served as state director for USDA’s Agricultural Stabilization and Conservation Service (ASCS) in Idaho from 1989 to 1991, executive vice president for the Idaho Farm Bureau Federation, and division administrator for the Idaho State Department of Agriculture.

During his military service, Dayley was honored with the U.S. Air Force Commendation Medal for meritorious service as a non-commissioned officer in charge at a wing intelligence division. Other honors include an ASCS Administrator’s award for Distinguished Individual Achievement, the Treasure Valley Water Users Association Water Statesman Award, an honorary FFA degree, a Friend of Agriculture from the Idaho Farm Bureau, and Ag All Star from the Food Producers of Idaho. Additionally, he was awarded the Idaho Association of School Administrators Leader of the Year and Idaho Chiropractic Group Legislator of the year.

Dayley and his wife, Catherine, reside in Boise. They have two children and four grandchildren and enjoy family activities, gardening, and being involved with church organizations and the community.
