Federal Emergency Management Agency Designates Counties in Virginia as Natural Disaster Areas due to Severe Winter Storms and Flooding with Assistance Available for Five Contiguous Counties in Tennessee

This Presidential disaster declaration allows the United States Department of Agriculture (USDA) Farm Service Agency (FSA) to extend much-needed emergency credit to producers recovering from natural disasters through emergency loans. Emergency loans can be used to meet various recovery needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation, or to refinance certain debts. FSA will review the loans based on the extent of losses, security available, and repayment ability.

Impacted Area: Virginia, Kentucky, North Carolina, Tennessee, West Virginia


Triggering Disaster: Severe Winter Storms and Flooding on February 10th through February 18, 2025


Application Deadline: December 4, 2025


Primary Counties Eligible:

•Virginia: Bland, Buchanan, Carroll, Craig, Dickenson, Floyd, Franklin, Grayson, Lee, Pulaski,Russell, Scott, Smyth, Tazewell, Washington, Wise, Bristol


Contiguous Counties Also Eligible:

•Tennessee: Claiborne, Hancock, Hawkins, Johnson, Sullivan
•Kentucky: Bell, Harlan, Letcher, Pike
•North Carolina: Alleghany, Ashe, Surry
•Virginia: Alleghany, Bedford, Botetourt, Giles, Henry, Montgomery, Patrick, Pittsylvania,Roanoke, Wythe, Galax, Norton, Radford
•West Virginia: McDowell, Mercer, Mingo, Monroe
