Low-Interest Emergency Loans Available to Producers Affected by Highly Pathogenic Avian Influenza (HPAI)

The United States Department of Agriculture (USDA) Farm Service Agency (FSA) extends much-needed emergency credit to producers recovering from natural disasters and, in this case, quarantines through emergency loans. Emergency loans can be used to meet various needs including the replacement of essential items such as equipment or livestock, reorganization of a farming operation or refinancing certain debts. FSA will review the loans based on the extent of losses, security available and repayment ability.  

State: Wisconsin 

 
Triggering Disaster Event: The Wisconsin Department of Agricultural Trade and Consumer Protection imposed the quarantine on December 13, 2024, though January 13, 2025, due to damage and losses caused by the Highly Pathogenic Avian Influenza (HPAI). 

 

Application Deadline: November 6, 2025 

 

Primary Counties Eligible:  

Wisconsin: Barron, Burnett, Kenosha 

 

Contiguous Counties Also Eligible: 

Wisconsin: Chippewa, Douglas, Dunn, Polk, Racine, Rusk, St. Croix, Sawyer, Walworth, Washburn 

Illinois: Lake, McHenry 

Minnesota: Chisago, Pine
