The Further Continuing Appropriations and Other Extensions Act, 2024, which extended the Agriculture Improvement Act of 2018, more commonly known as the 2018 Farm Bill, expired Sept. 30, 2024.
Despite its expiration, USDA’s Farm Service Agency (FSA) continues to deliver many of its programs, either because the funding authority under the Farm Bill did not expire or because of other authorities.
Safety Net and Price Support Programs
Safety net and price support programs provide peace of mind for producers who are working to manage market ups and downs. Due to the expiration of the Further Continuing Appropriations and Other Extensions Act, 2024 FSA does not have the authority to enter into new contracts for some of its income and price support programs including:
- Agriculture Risk (ARC) and Price Loss Coverage (PLC) Programs,
- Dairy Indemnity Payment Program (DIPP),
- Dairy Margin Coverage/Supplemental DMC,
- Loan Deficiency Payments (LDP),
- Marketing Assistance Loans (MAL), (producers can still request MALs for the 2024 crop year).,
- Organic Certification Cost Share Program (OCCSP), and
- Sugar Loans.
While USDA cannot enter into new program contracts or enroll new acres for these programs without a new or extended Farm Bill, FSA is continuing to service existing contracts, provide approved cost-share and issue program payments accordingly.
Farm Loans
Farm loans provide access to credit to help start, improve, expand, and strengthen American farms. Ownership and operating loans as well as Inflation Reduction Act assistance for distressed borrowers are not impacted by the expiration of the Further Continuing Appropriations and Other Extensions Act, 2024.
Conservation Programs
Conservation programs enable farmers and ranchers to improve water quality, reduce soil erosion, and enhance wildlife habitat. Following the expiration of the Further Continuing Appropriations and Other Extensions Act, 2024 on Sept. 30, 2024, FSA does not have the authority to enroll new acres in the Conservation Reserve Program (CRP) and all CRP initiatives, including General, Continuous, CLEAR30, CREP, FWP, Grassland, SAFE, etc.
FSA is continuing to service existing contracts, provide approved cost-share and issue program payments accordingly.

Disaster Assistance
Disaster programs provide much needed support for agricultural producers in their recovery from crop, land, infrastructure, and livestock losses and damages due to qualifying natural disaster events. FSA’s disaster assistance programs are not impacted by the expiration of the Further Continuing Appropriations and Other Extensions Act, 2024. The following programs remain available including:
- Emergency Assistance for Livestock, Honeybees, and Farm-Raised Fish (ELAP),
- Emergency Conservation Program (ECP),
- Emergency Forest Restoration Program (EFRP),
- Livestock Forage Disaster Program (LFP),
- Livestock Indemnity Program (LIP),
- Noninsured Crop Disaster Assistance Program (NAP), and
- Tree Assistance Program (TAP).
