Harvest Fuel Relief (HFR) Program

What It Is

USDA’s Farm Service Agency (FSA) is providing up to $8 billion through a one-time payment to eligible producers through the Harvest Fuel Relief (HFR) program to help producers mitigate the impacts of higher fuel costs during harvest season. These payments are authorized through the Commodity Credit Corporation.

Assistance will be available for both Title I and non-Title I commodities, including assistance for specialty crop growers and fishermen.

Eligible Commodities

Eligible commodities and industries will be announced in the coming weeks.

  •

    Title I Commodities*

Only acreage on file with FSA by October 16, 2026, is eligible for HFR assistance.

To expedite the application process, producers can create a Login.gov account that can be used to access and submit their pre-filled application, once available.

*A Title I commodity is any crop eligible for federal farm program support under Subtitle A of the the Farm Bill’s commodity title

  •

    Non-Title I Commodities

USDA is currently reviewing available data related to on-farm fuel consumption for Non-Title I Commodities. A list of eligible Non-Title I Commodities, as well as an application timeline, will be announced in the coming weeks.

Industry groups and producers are encouraged to submit data for on-farm fuel costs to HarvestFuel@usda.gov.

Aggregate data or data that demonstrates on-farm fuel consumption across an entire industry is strongly preferred. Fuel consumption needs are specific to crop production or access to fishing locations and do not include fuel needs for processing  or transporting crops or fish out of the field or on land, as applicable, or to market.

How It Works

About Login.gov

Login.gov is the public’s one account for government. Producers can use one account and password for secure, private access to participating government agencies, including FSA. Producers who already have a Login.gov account can work with FSA using their existing account.
